Different manufacturers build shoes on different lasts, so the same nominal size can fit differently from one brand — or even one model — to another.

Treat any conversion here as a strong starting point rather than a definitive answer. Where a brand publishes its own size chart, or prints a foot-length (cm) figure, that information should take precedence over a general conversion.
